State of MD can't turn a minor league market into a major league one. Best thing for baseball would be move them. Nashville's got an ownership group ready to go.
Nashville metro area is #36 in the country -- I get that they have NFL & NHL teams, but a market that small will be a tough sell to MLB since they're focused on maximizing broadcast revenue, and with much bigger markets like Charlotte open. But hey if it means the further staining of Baltimore I'm all for the O's moving to Charlotte or anywhere else.
Living in Baltimore in the 80s the locals were so condescending to baseball in DC, it was laughable: "Oh you've lost 2 baseball teams, you dont need another one". They could never get their tiny little brains around the fact that they lost an NBA team, an NFL team, and ALMOST lost the O's in the '80s when EB Williams owned them. Washingtonians got tired of supporting the Senators after suffering from DECADES of mostly last place baseball, and being out of the playoffs most seasons by JUNE! Not to mention dealing with a ballpark in one of the worst neighborhoods in DC in the pre-subway/crappy public transportation period.
