Commissioner Manfred has said that MLB will consider expansion once the Rays and A's get their ballpark situations in order. At some point, Tampa Bay either has to get a ballpark or leave, but I think they have an ironclad lease. One of the DC groups found that out when they inquired about getting the Rays. It runs through 2027. With the possibility that the Rays relocation won't happen before or around 2028, Expos fans should be rooting for expansion. That presumes that the Rays do indeed relocate, which of course may not happen.
This highly restrictive language is precisely why the Rays had to petition St. Petersburg to allow them to search for new stadium sites on both sides of Tampa Bay.
So for those fans hoping to see the Rays in Montreal in the near future, stop hoping. However, should the Rays fail to make progress on a new stadium by about 2021, they could at that point start negotiating with a city like Montreal to build a new stadium for the 2028 season. The Rays would then let the city know they intended to move in a few years with the hope of buying the city out in exchange for an early exit.
With enhanced revenue sharing, substantial revenue from media deals, a deep history of baseball in Montreal going back to 1897 and a city that would be the 15th-largest metropolitan city among MLB teams, it seems inevitable that Montreal will get a team. The numbers line up in an MLB economic landscape that has dramatically changed since the Expos moved in 2004.
In addition, according to a recent feasibility study, the Montreal TV market would rank 12th among major league cities. With sports now seemingly a media business, this is good news for Expos fans.
Barring a shift away from MLB’s plans not to expand at the present time, Montreal will need to wait for its team. Best guess at this point is a two-to-four-year wait.
The Expos are coming home, but just not now.
