Does he have options? Maybe they are signaling that they will be bringing up guys from the minors and this guy could be filler and backup in case they have a need at the major league level. Other than that I have no idea what they are thinking on this.

Maybe they plan on trading one or more of Hays, Mullins, or Santander.
